Why a substantive M&E Officer?

WOCO is developing its own capacity to demonstrate development success to donors, beneficiaries in a clear, comprehensive, compelling and innovative manner coming directly with entrenched monitoring and evaluation wing.  It is our strategy to ensure all our operations are as transparent and accountable as possible by providing a clear cut picture from start regarding where, why and how every dollar is spent and whether it’s contributing to foster any change in the community of interest. It is vital at this stage of our organic growth to showcase high quality tangible results and exhibit discernible improvements in the lives of the beneficiaries with clear data evidence. 

Expected deliverables 

 In pushing forward the agenda of greater transparency and accountability WOCO resolves to track, analyze and report on relevant information and data throughout the life cycle of all the projects already under implementation and those that are coming up. Through an entrenched M&E the project team and to a larger extent entire organization will provide robust evidence for all our actions and decisions to stakeholders, donors and community members from day to day operations. In a participatory manner stakeholders and donors acquire the information and understanding they need to collaborate, communicate, provide inputs and make informed decisions about strategy improvements and project operations. 

  •  Improved project performance- The ultimate aim of projects is to bring change to lives of target beneficiaries and the community, hence our resolve to document effectively the changes being witnessed. A well planned M&E helps the project team to get a better understanding of the target population’s needs. This helps to define the scope of the project and design objectives that are relevant, measurable and achievable. A well-defined M&E plan also clarifies the process and interventions that will lead to the project’s outputs and deliverable. Moreover, M&E helps the team to plan an end-to-end indicator management system, identify effective tools and methodologies to measure, analyze and demonstrate every intervention and its impact on expected outcomes. This enables WOCO to see its progress and identify gaps as we arise and make timely amendments to achieve the desired results.

 

  •  Effective resource allocation. Resources and monitoring have everlasting relationship. All project operations are interwoven around project budgets. The amount of available cash dictates the duration and magnitude of interventions, choices of resources, number of employees. WOCO in its growth process wishes to place M&E as an effective tool for enhancing the efficiency and effectiveness of finances in project implementation. M&E facilitates with the estimation of the value, worth and impact of project components; and enables the team to verify what works and what doesn’t and where more money should be invested or where budget should be cut. M&E allows the team to make appropriate changes to the financial plan on a regular basis to avoid unfavorable contingencies. The officer will be key to direct discussions around budget and monitoring, give scorecard and challenge decision making in obedience to plans and budgets 

 

  •  Promoting learning & data-driven decision making- Data from WOCO projects provides quantifiable results to help the involved parties to learn from project successes and challenges and be more adaptive. Involved parties are better prepared to respond to the ever-evolving project situations, determine what worked and what did not and why it did not work and how it could be improved and make revisions based on data evidence, rather than assumptions. Through the newly recruited WOCO M&E Officer will facilitate implementation team to establish links between the past, present and future actions to improve project implementation and to identify what could be replicated and scaled up for sustainability of the current project and for future endeavors.

 

  •  WOCO Systematic management – WOCO now voluntarily places M&E functions as a performance management tool as it facilitates it to gather, disseminate and utilize information and data to improve its internal operations and add value to its interventions and operations. WOCO now focuses on enhancing performance, encouraging innovation, sharing and integrating lessons learned for continuous improvement. Ultimately it will offer an opportunity to streamline organizational procedures to achieve constructive coordination among different stakeholders and organizational units.
